Program: Training the Trainers Course - Motorcycles

In Argentina, driving licenses are issued at state/regional level and a mandatory training in required before starting the process. Licenses are issued after theoretical and practical examinations. Riding a motorcycle requires technical skills - more than those required for a car - and novice drivers need training. It is crucial that future drivers receive theoretical and practical training to acquire the skills required to drive a motorcycle.


As recommended by the Benchmarking Road Safety in Latin America report, it is required: to assess the license issuing criteria focusing on the study program before issuance and training regulations; to assess the possibility of increasing requirements of technical and practical courses harmonizing contents in all provinces, this is a priority for Argentina and for this project.


This project focuses on provinces in the North East (Chaco, Corrientes, Formosa, and Misiones) and the North West of the country (Catamarca, Jujuy, La Rioja, Salta, Santiago del Estero, and Tucumán).


In 2019, thanks to the support provided by UPS Foundation, Fundación Gonzalo Rodríguez (FGR) and the National Road Safety Agency (ANSV) in Argentina, a Framework Cooperation Agreement was signed to consolidate and strengthen cooperation to update road safety public and regulatory policies focused on a safe mobility.


Within this context, the FGR suggested the ANSV to implement a program to train trainers in the safe driving of motorcycles.


The objective of this project is to increase requirements of pre-existing theoretical courses for license issuance; these address the following areas:  Education and Ethical Citizenship, Safety Elements, Psycho-physical Conditions, Classes, Regulations, Sanctions, Signs and Efficient Driving.


The program is called "Trainers’ Training Program in the Safe Driving of Motorcycles" and focuses on 2 main areas:

  • THEORETICAL TRAINING: Specific contents on safe motorcycle driving for the training the trainers course at the National Issuance Centers of Driving Licenses to improve their professional work by incorporating pedagogical elements into their courses.



  • PRACTICAL TRAINING: It adds a motorcycle driving clinic module, developed by an expert, which provides knowledge on best safe driving practices.



Participants in this course are instructors who work at driver's license issuing centers.
